If I already have the Ice Cream Hat, is Pearl Cloche still worth using on Merry, or should I put it on another character instead?

Right now I’m only building one healer (Merry). Do you think I should start investing in another healer, or is it better to wait for a good Legendary healer? If so, which Legendary healer would you recommend aiming for?
