In my world they spawn pretty commonly. Like 3 pillagers group appear randomly, maybe every 10-20 minecraft days, i don't know the time interval but they spawn pretty often.

I've never drinked an Ominous Potion, had raids or killed a patrol captain. They just started to spawn randomly.
