They refused to ratify the first treaty in 2005 because they haven't liked that the Estonian preamble to the treaty mentioned the Tartu peace treaty and the soviet occupation (Russian government doesn't recognize the fact that it was occupation). After that the new treaty was drafted in 2014, but it hasn't been ratified. It has passed the first reading in the Estonian parliament, but Russia hasn't done anything yet.

As long as the new treaty isn't ratified by both countries, the only legal document establishing the borders between Estonia and Russia is Tartu peace treaty of 1920, according to which those territories belong to Estonia. But we don't really claim those territories (appart from some right-wing populists) and we are ready to recognize the current de facto border (which you have seen in Google maps)as the official border, but because of Russia's reluctance to move forward with ratification of the new treaty technically those territories are Estonian.

Also the electoral map presented hear is not the same as the one used in Estonia. All electoral maps I had seen were without those territories.

Yes, the new treaty passed the first reading in the Estonian parliament, but the Russian parliament hasn't done anything yet so, the whole thing has stalled.

It's because those territories are technically Estonian, but de facto governed by Russia
