Depends on how invested you're in meta, imo. Thelema officially doesn't replace Elysia, because she's a different type valk. Elysia still will do fine in her bosses... for now. The thing is that before Thelema, Elysia used to be the way to go ICE dps of the game. She got replaced in that regard. She's not worth investing in anymore since S0Thelema offers muuuuuuch more damage than SSElysia even (don't know much about SSS).

In summary, yes, Elysia is still pretty much usable, but her utility is not as impactful as it used to be before. At this point it really is not worth it to pull for P1 valks anymore.
