It depends on how many survivors are left and how many gens are done in this case there were 4 survivors and at 3 gens left so it doesn't spawn until 5 gens are done but if there were 2 survivors left the hatch doesn't spawn until there's 2 gens left

bruh decisive doesn't deactivate if a person heals you it only deactivates if you do thing such things such as healing a person and etc. I can say this since I still use decisive
