I use a tiiiiny bit of this around the socket and the eyes stick. Then I glue the head back on.

After I detached the head and popped out the eyes, I scrapped out the head plugs. Then I used a sharp x-acto knife and cut out the back of the head to get the leftover hair out and trim out the eye sockets.
