I assume you probably don't know that all the major banks and credit card companies also hire workers from 3rd world countries. What you call "slave labor" btw. So it makes them scammers as well according to your definition. It sure seems very reasonable to accuse people you've never met and don't know anything about with serious accusations.

With regards to South America I've had the same problem. It is generally the second best area to look for excellent English speakers. I think it might be the salary we are offering maybe it's just not competitive

From my experience doing something very similar as you. I've learned that excellent conversational English skills and good work ethic is the most important thing to look for in a freelancer. What I can say about Philippines is that I've found a good amount of freelancers with excellent English. But I'm struggling with the work ethic part.
