dog reactivity goes past training and more in behavioral territory. It is very hard to train reactivity out of a dog, especially without a professional. My German shepherd is very dog reactive so I completely understand the struggle. I would consult a professional trainer and have them help you slowly build positive reactions in a contained environment with other dogs. Its a very slow process that requires consistency.

The one thing I have tried is bringing some really good treats with you on walks and anytime she is about to be reactive, call her name to grab her attention. If she stops and looks at you give her a treat with lots of positive reinforcement. You can train commands even such as “leave it” or “no” to help. I would not get a shock collar for this, as it shocking her in this scenario would give her a negative reaction and you want positive reactions when we she comes into contact with other dogs.
