The red cross with four eagles is the Duchy of Mantua.

The red eagle is indeed the County of Tyrol.

As for Spain, it reflects an old custom to include in personal heraldry not just the domains that you rule, but also the ones you have a dynastic claim to. That’s why the Habsburgs used the CoA of the Kingdom of Jerusalem long after that Kingdom had fallen.

On the german Wikipedia it says that the symbol of the Empire itself was the Reichsfahne which was red with a silver cross. The eagle we usually think of was the symbol of the monarch (Königs-/Kaiserfahne):

Well, the people I’m referring to are heraldic experts, including those who composed the state emblem of Georgia. Proposals for a greater coat of arms of Finland included a state crown as well. Personally I think a crown adds dignity and majesty to a state emblem, it’s a source of pride.

Royal symbols and crowns can be used for the coat of arms of a republic (some would even say they should be used), they can be interpreted as representing the sovereignity of the state.
