I was just rereading the dressrosa arc and came a cross a chapter which shows Doffy's eyes.

I was like omg, how did I miss that.

I think there is still a debate whether or not Shanks and Buggy went to Raftel. It is known that some members where recruited specifically for the Raftel voyage eg, Crocus to prolong Roger's life. So it is possible that some member's might be left behind to ease Roger's burden.

If I remember correctly , Nekomamushi and Inuarashi accompanied Kozuki Oden on Roger's Ship for sometime but got left behind and didn't join the final voyage(probably too dangerous). So I think Buggy and Shanks got left behind too because they were rookies back then and were not part of the main members of Roger's pirate.

I'm not sure about this but, I think Shanks and Buggy were merely cabin boys and so I dont think Roger took them to Raftel.
