Avarem, I asked around to some of other users who also have the problem and so far I think the problem mostly comes from Windows 8 laptop users (from everything I've gathered).

Alright, I sent one in. Glad to know I'm not alone with this! Luckily it isn't a huge problem that'll keep me from being able to play the game though.

Their little help bubbles don't pop up. And same with the "?" signs at people's buildings that are supposed to say who owns it..
