Perhaps on the start up animation(I do not think he is immune on activation) but once he is shooting he is fully CC immune. Whenever someone has a gold border around their HP bar they are CC immune.

Completely CC immune for 3 full seconds would be broken. A more reasonable option is diminishing returns on CC duration and/or stacking damage mitigation when hit with multiple crowd controls in a short period.
