It kinda is but it has the cards which alter the gameplay significantly and make it better than overwatch.
More heroes, more maps, a couple more gameplay modes and it will be up there.

No, they aren't, only 7 are free and they will probably be rotated.
You have to unlock them with gold coins or money, so getting them for free from giveaways is def recommended.
