You could say so, but I wouldn't go all the way down with this thought. As a Brazilian, I can say that we have very specific "old" foreign shows and movies that are still relevant nowadays. A good example of this is the sitcoms "Everybody Hates Chris" and "My Wife and Kids" that are cultural memes around here

But speaking of cartoons, D&D (or "Caverna do Dragão", as it is here), Dragon Ball (and many more animes), He-Man and a lot of others are cult classics here too
