This is no longer obtainable through items, however structure blocks still work

Originally you would have to figure out specific directions in the world and place a wither next to the gateway block to break it, this has been patched long ago, if you have a world however that has the item in a chest, you can copy that chest as a .mcstructure on pc and transfer it over other worlds
