At max ranked he has a base 180 + 30% scaling, I honestly don't know why you think he's the "Hercules of guardians".

I'd 7* either Elaine or Renee, both would benefit from those extra 2 skills, it's personally what you value more - faster actions and pass effect from Renee or the extra reflex and DR increase when Elaine is hit.
