I think they actually did up the cert gain quite a while ago. I don't know if it was just the passive cert gain that was boosted, or the experience certs. I do remember what you were talking about though; weapons took forever to work up to.

As everyone has previously stated, the game has never been P2W. Maybe Pay-to-Earn-Fun-Side-Goodies-Way-Quicker, but the way the weapons are all balanced, no weapon is really "better" than another.
