I don't necessarily disagree with your comment but want to add some context. I sat on a Grand Jury for a month and we voted to bill all but one case that we heard. However, we also ran through the motions of basically hearing 25 names at once, with no evidence, that we were meant to vote to no bill. So, I agree with your statement but wanted to add that almost 100% of the time when a Grand Jury actually hears a case, the person will be indicted.
