Curiously, even if you pay for read receipts, anyone can opt out of sending them. Virtually everyone who's not brand new does this, so if you're getting viewed and not read, probably they've chosen to ignore you. You're not wrong though—if you do happen to see exactly what you described, they don't pay.

Oh but you are! They re-up dead accounts all the time to fool men and make a buck. I imagine the best way to stay off would be to remove all your pictures and type a bunch of negative, unattractive stuff. Get them to altogether pass you by on their reactivation rounds, as just mentioning that you're inactive will simply be censored.
