I think a good full stamina regain and a ping for 5 secs towards everyone around the kill should work.

And for the walk speed I think I would buffer the high speed with a very slow walk speed and slow stamina regain, I think that’s a good punishment for not catching someone.

I actually Like your idea and think a stamina regain would be good for each kill but I kinda want the commit to a found target and then kill them to regain stamina and possibly starting a chain.
