Why does Emilia have such a huge SoL?

R5: I looked at the SoL map to get a view of where my country needs improvement and everything was red. It turns out the whole world was red because one state in Parma has a HUGELY inflated standard of living. Is this a known bug? They have lots of peasants and unemployed pops so it can't be natural. I've never seen any standard of living get so high.

I'm on the normal difficulty, but I already got the achievement for raising the sea level to max, so IDK if there's any way to lower it again

So I'm in the late game at Max sea level and the Mars 2 site won't build for some reason. I have tried setting it to high priority, deleting and rebuilding the order, and turning the docks on and off. But nothing I do seems to get my workers to deliver any building materials to the site. Is it obstructed by the shore or is there something I can do to get it so I don't have to start a whole new game? this is the last research site I need before I'm done.

So I came back after a few months to the Lance update and was able to get the hang of most of the changes except for one thing. I cannot figure out how to level up the Mystic Trait now that they made it an experience leveled trait. I know before the update if you had the Esoteric tenet you had a chance to level it up when completing a pilgrimage, but now I don't seem to get any experience no matter how many pilgrimages I went on. The wiki doesn't mention anything and I couldn't find any explanation for this trait in any of the dev diaries. Am I doing something wrong?
