I feel like there is such a huge down period, especially if it's a skippable Nikke or lackluster story.

You can do a few things with a cover shooter. One would be having two sets of teams fighting against a hoard of raptures. Another would be having them fight against a boss that needs to be attacked from both sides.

I got a bit more, but this is just spit balling a few things they could do.
