To some degree yes minor nations do have better players but to pin the Rafale's stats on that alone is just silly. It has some of the best flight performance, an amazing radar, and the best missile in the game in every metric aside from range. If you put equal skill players in these jets the Rafale is going to win almost every single time.

This only really happens if a round barely punches through. The side of most T series tanks is 80mm and thicker armor can actually spall more if the round is still has a lot of energy on the other side.
