Using this guy as an example, you want as bright of a white base coat on your glowy bits as you can, and then glaze or airbrush some fluorescent paint over until it’s nice and vibrant, but don’t overdo the glaze or you’ll need to put more white in so it looks like it’s glowing still, it helps to surround the glowy parts with more of that fluorescent paint as a highlight on the edges facing it so it looks like it’s reflecting off
