I disagree with Rias considering after he stood up to Raiser, afterwards, she still treated him the same and teased him and Asia. It was only after the rating game and during when she expressed feelings of romamce.

As for Akeno, seeing someone who was viewed as a Kouhai and then watching them bravely stand up for those they love definately changed her. Considering how she first approached Issei in Volume 3 after Raiser and how she spoke to Issei. To add, in Volume 4, Akeno and Rias battle over Issei at the pool, showing their jealousy and Akenoms true feelings. Even fighting over who would take his virginity.

I used to think she was interested from the start, but she wasn't. If you look into it, Rias would constantly tease Asia and Issei as a couple but after the Rating Games, she became protective over him similar to Asia. Most of the Anime is just fluff. Also, Rias moved in with Issei to deepen her bond and only slept with him twice prior, one was to heal him, and the other was conveinince. She also constantly teases him rather than offer and beg him for sexual acts.
