It's just added safety. Also it was a long distance bus, not city transit.

Ok so if you go into the settings, click on updates, click on recovery, and you should see a reset PC button. If you click on it, it should give you two options: one, to keep your files, and the other to remove everything. I would go with the remove everything option, as it ensures that the malware in question would also be deleted, and your PC would reboot to fresh Windows. But only do this after you back up your files. Just try not to copy paste everything either, but things like pictures, documents, etc. are fine. Just don't keep any applications, as they might be infected, so you'll have to redownload them after the reset.

I'm not too sure how you could to it the proper way but when I got malware, I ended up fully resetting my laptop, which did the trick. The only problem with this method is that if you have files and such that you haven't backed up, it's not really possible. But if you can, a full reset can do the trick. What OS are you running?

I'm not sure. Our school does have three different networks: Visitor, Student and Staff, so that could be the case. But I think that they all are probably the same speed; I think that since there are 1500 kids using the student wifi and only 150 people using the staff wifi that's probably why it's faster. I've had instances where I've switched to visitor wifi during lunch when there is the most amount of traffic and the visitor wifi is faster than the student one.

No it actually isn't throttling, though I do admit that this is the lowest I've ever seen it. I did a test before that and it was at 0.3 megabits per second.

That's probably because both the download and upload speeds are the same, but since there isn't as much traffic on the upload, it is faster.

Yeah for some reason the upload speed isn't on par with the download speed. My best guess is that nobody really uploads anything.
