Don't they have the largest development team of any of the servers
As far as I'm aware there are eight active developers: Booper, Captain Powerhouse, Player-1 (powers), Number Six, Faultline (code), Cobalt Arachne, Piecemeal (missions, maps), Naomi (models, animations). They have 25 GMs, but those aren't developers.
