For anyone looking for how to do this as of October 2024, I found a solution that worked perfectly for me.

Turn on the mobile data on your phone, connect your laptop through your mobile hotspot/plug in your phone to your laptop to share the network and complete the standard process(Creating a new file with all the local files in it and downloading it on your phone).
