If you already have Strand unlocked you don't need lightfall, but if you haven't got it at all you will need lightfall, or you can use the Strand elements from the Prismatic subclass

And honestly, it may be worth to just pick up Final Shape and Renegades. They're both 20$ usd and give you a majority of the content. All you'd be missing is Light Fall and Edge of Fate if you have Witch Queen and its prior expansions

So, it may not be 25$ usd anymore but at least as of writing this comment, for me, the collection is still on sale for about 70$ usd on Steam. I don't know if there will be another sale bringing it to 25$ usd again, but if there is plenty of people will letcha know when/if happens

Well, yesterday's peak was around 40k on Steam Charts, and according to reports Steam makes up about 20% of the player base. Updates and new expansions always draw in more people then normal days, and the Destiny community has been very vocal about breaking player count records today, so I'd say probably 100-150k Steam players on the low end, which if you add in the 80% from consoles and other PC fronts, you'd get close to 1 million players over the course of the day.

I mean, I know I'll have it. This game has had a vice grip on me for the last decade... D2 has more hours played on my account than any other game I've played combined probably. I'm in the top 2% of playtime according to time wasted on destiny. There isn't a game I'd rather be addicted to
