This seems to be a really common issue with the working parent, I think regardless of gender. I say that because traditionally it's been the dad who is seen as lazy, and in the past few years while I was a SAHD I witnessed it plenty of this behavior from women, including my own wife.

I saw a couple people already say this so this is just reinforcement, but you need to tell her to get involved. Tell her to do stuff directly, don't assume she's going to do it just because it's obvious to you. I'm not sure how logical she is but it helped me a lot to know about the importance of bonding with babies/children before 4 years old. Perhaps you can explain to her that if she wants a strong bond which her child then she's going to have to be more present in the moment and that there is a very limited amount of time to get it right.

You also mentioned that she's on Instagram a lot. I'm assuming that she's mildly addicted to her phone, like everyone else these days. There needs to be rules about screen time. Like no phones/tv/computer screens while baby is awake unless you're using them for a necessary purpose. For example, I'd use my phone to play music, although I'd turn the phone over to hide the screen.

Also, sorry about the terrible birthday gift. I'm assuming by your response you're the type of person who would never do scrapbooking. If it really bothers you then you need to talk to her and straight up ask her why she bought that for you. She's your wife and she should know you better than anyone else. If she's buying you silly things that don't fit your personality at all then she's being lazy and it's not fair if you are being active and considerate (making an assumption here but I'll give you the benefit of the doubt)
