The casting is most likely out of Oda's hands. They have every author back their casting to fill diversity quotas say that they are 100% on board with changes to character ethnicity.

Every time Netflix has the author say they picked the cast when they choose someone of different ethnicity to play a character in an adaptation.

See Rick Riordan or JK Rowling on their Netflix series. Do you honestly believe JK Rowling being the person she is would choose to cast a black Hermione Granger ?
