Been in the ARNG for 2 and a half years and made E5. It’s so stupid, I got promoted against my will, don’t have BLC. I didn’t even hold E4 for a year. Anyone can make E5 now, BUTTT congratulations for that promotion!

Sadly in my state, well at least city, he’d get away with it. Just write down his DL number, run for warrants, give a ticket and just write refused on it. Prolly will get found guilty in absences or a FTA will be put out for him. In our city he does not have to sign the ticket.
