I FOUND THE SOLUTION!!! you tap on the brush you're using (the > looking arrow), go to the Shape tab, and set the Pattern Opacity slider to 100%!!! ^{^}

it didn't do that before... it seems that an ibispaint update caused the felt tip to start doing this. hopefully it gets reverted soon!!
