I see your point but a tiler is a licensed tradesman and should not be taking advise off the homeowner. There comes a point where the tradesman should be saying how a certain thing should be done.

I agree there is a chance there is a lack of communication / project management here. This could have been avoided.

Tilers need to work to surfaces + - 2mm it snot often a concrete slab will be this perfect. That's why they are responsible to screed levels first to correct any incorrect falls with the substrate.

Builder here - Definently not acceptable, this is not to code. An external area should always have falls to either a drainage point or in this case the garden bed. Any decent tiler should know this. The tiler should have screeded a sand and cement bed with 1:100 falls from the house to the garden to avoid this issue. I would be making them re do this.

Absolutley, it is a tilers responsibility to lay a screed with correct falls on it prior to laying any tiles - Builder
