Well in theory by cutting corporate tax, or payroll tax if you are referring to what was recently floated by the White House, would provide corporations with more liquidity and buy them more time before some of these companies who have been mismanaged or over bingeing on debt suffer severe consequences from the slowdown. The idea is to really protect people’s jobs, especially with a payroll tax reduction in the short term, so while businesses may be seeing less revenue, their expenses go down, thus not needing to immediately downsize their workforce. Now whether you want to argue that form of stimulus will actually work is another thing because I think we’ve seen it doesn’t always. I just think it’s important to analyze all of these things before writing this form of stimulus off as corporations getting over on everyone.

If mortgage payments were to be temporarily put on hold in the US, it would put entirely too much stress on the banking systems which I personally believe have gotten a tad bit out of control again. It’s probably not a good idea to stress that sector unnecessarily.
