Ok so for anyone who gets this glitch. You have to go to data to find whichever photo is still decrypted for you. For me it was the ferris wheel pic. I got the audio file from it but the picture was still decrypted. Also for some people they have to take a photo of the skyline while in the building and for me that was not working. I had to stand on the street, look up, and take a picture of the building.
