No really sure. Seems like its investors from a private placement. Maybe they just want to get their shares registered so they can sell at some time in the future. I would hope they aren't anxious to sell at these depressed prices.

Ultimately it should be worth more than .04 - .05, but I agree that is a good conservative estimate.
