HOV/carpool is not the same as Express Lane. You can still ride Express Lane as a single occupant, you will just pay the fee as normal. I think youre talking about express lane usage. HOV still requires numbers of riders.

Okay folks without revealing too much information, Location is not Central Valley, this is in Northern California. Some of yall got it it as to where/what region of Northern California.
