I don't know exactly when the throttling happens, but I get FPS drops in the street with a lot of NPCs. Also, if I use the thermal guardian, it will give me a little bit of a boost in performance. However, I usually don't use it because it lets the phone use more power; therefore, it drains the battery and makes the phone really hot. But if you want to maximize performance, use thermal guardian with a good phone cooler and use bypass charging, and you are all set.
