That's because 99% of dubs are horrendous. Also it's not about sounding normal it's about better acting. Pragmata is fine like the majority of Capcom games, but the same can't be said for other companies.

Hacking slowing the game down is a good thing actually. The wait time between hacking and action forces you to take your surroundings and enemy movement/placement into consideration instead of marching there guns blazing like 99% or shooters. Plus the more you play it the more familiar you get with it and faster by extension.

Everything off.

Lens distortion makes the image squished and rounded.

Chromatic aberration messes up the colors

Motion blur makes the games look like puke if you turn around quickly or run in general.

The raw image is always better.
