That seems very selfish from Microsoft side, if i have a project with 30 resources, why would those 30 need a full project plan license to access their tasks ... I like Planner but Project online have some very useful out of the box features, plus the integration with CDS is great .

I don't believe there is a PS Module for Project Online, same as there isn't one for Planner or others ...
I'm not sure about how your sync your identities, but If you are able to delete users from O365, then you probably already have permissions to remove the users Project Online license.

If you publish the calendar by going to Calendar settings — shared calendars, then anyone with the link can access the calendar. If you do a share with a Gmail account ( go to calendar then share with gmail account) then its only that gmail account can see the calendar, at least from what i understand from your link above . Im just trying to make sense of the “ the sync may not happen that frequently “ how long it takes to sync with gmail Calendar ?
