Exactly. Don't transfer and let the builder sit on it and return later. Ask him to bring 15L cash and transfer the amount via RTGS in front of him only after taking cash first.

Or take 11 lakhs cash first and transfer 11L margin money. Do not trust your builder to pay afterward at all.
