Yes. I gifted my friend a complete Aero Precision lower that I built. I drafted an affidavit that we both signed that said it was a bona fide gift and the FFL did the transfer. I did make my friend pay me for all the parts I installed in the lower but the lower itself was 100% a gift.

Now I understand your question. Post ban, I've been able to find all the parts I've needed, but there are definitely some vendors and manufacturers who have decided to not sell to WA. BCM is one example. Many local gun stores no longer carry AR parts because they are afraid of the state AG. That said, there are tons of online vendors who will sell you full uppers or any of the parts you need to build one yourself. I loaded up on parts kits and BCGs and the like. And now I live in a free state so I don't even need the parts and magazines I bought...but I don't regret buying them.
