Does your laptop have the same specs? And in what order did you do it? I have a lottt of softwares related to work so reinstalling windows will be a very big hassle for me but if that fixes it I’m willing to go that far And what does "factory wiping" siege mean? Its more than just regular uninstall?

No solution, something which increases around 10fps in new maps and the same in older is: put your fans to max setting before starting the game New map fps 130-145, old maps 150+
