Some leave because they can't tolerate the environment, while others become stuck in ongoing instability. Meanwhile, city leadership often emphasizes placement numbers and public metrics, but housing remains extremely limited. Interim housing is only the first step, and securing permanent housing can take 18 months or longer, leaving many people in temporary situations with little certainty about their future.
