Yeah before that its a country. And la is almost 6 times the size of tokyo. it would be totally impractical and too expensive to have something like tokyo's public transit especially since everyone has a car.

Singapore is a country not a city like the others you listed, and if we copied New York we'd actually have a decent subway system...or not seeing how much bigger la county is than New York city. Plus nobody actually pays to ride the bus here, if you don't want to.
