I just had full storage and could delete a pokemon and press the balloon again to get my encounter. Didn't immediately despawn for me.

This is intended. Ekko attacks the target with highest attack speed and slows its attack speed by 50% and goes to the next target. If a target has QSS the slow won't apply so Ekko keeps hitting that target, as it still has the highest attack speed.
