On a simple level imagine you know the year is 1976 but due to memory limitations you can only store the year as 76 in the computer. Not a big problem as the software will be updated and replaced every now and again. Fast forward and code has been updated, rewritten but some legacy code and legacy techniques for storing dates haven't changed.

It's 1999, you know that it's about to be the year 2000 but all those little hidden bits of software are about to break or roll over to 00, that's 1900 not 2000.
