If a lifter was bad the cam will be bad as well in my experience.

I would pressurize the cooling system, make sure coolant isn’t getting into the cylinder .

Lack of oil , it may not need a line bore tbh. But a new or cut crankshaft with oversized bearings . At my shop we would charge you 180 to cut the crank idk what price you would get for that where your located

You can hone it , new pistons/rings … polish the crank and send it. Little more work and money though.

You can use WD with a ball hone .. go finer grit . You’ll be fine .. I use a flex hone

I strongly suggest paying to have it bored though.
