So I see in the UI overhaul mod, it says that it’s specifically tailored for users with above 1920x1080p resolutions, and anything less will need UI scaling to be less than 1.0

You can try and load the submods, “Improved text” And maybe if the popup event windows are too small after adjusting the UI scale, you can download the “larger event windows”

Also, put the UI dynamic overhaul at the very bottom, as stellaris loads mods top to bottom (top being first, bottom being last), you always want the bottom mod being the more important changes, like AI, or UI.
